Hannah Boulger is an Associate Attorney at Wiggam Law in Atlanta, GA. Hannah represents individuals and businesses in various state and federal tax matters, including helping clients resolve and settle IRS tax debt, negotiate audit reconsiderations, and draft penalty waivers/abatements.
Hannah is a Georgia native. After moving to Colorado to complete her undergraduate degree, which focused on accounting and financial management, she moved back to her home state to attend law school at Georgia State University College of Law, graduating in May 2024. While in law school, Hannah worked as a student attorney for the Phillip C. Cook Low-Income Taxpayer Clinic for two years, where she was awarded a fellowship and the Trammell Foundation Tax Clinic Outstanding Service Award.
When not working, Hannah loves traveling, attending concerts, seeing new movies, and, most importantly, hanging out with her family, friends, and dog Tuna!

Hannah Boulger is an Associate Attorney at Wiggam Law in Atlanta, Georgia, where she represents individuals and businesses in a wide range of state and federal tax matters. Her practice focuses on helping clients resolve complex tax issues, including negotiating settlements with IRS Collections and the Independent Office of Appeals, pursuing audit reconsiderations, obtaining the release of IRS levies and wage garnishments, and preparing penalty abatement/waiver requests. Hannah is dedicated to guiding clients through challenging tax disputes with practical, strategic solutions tailored to their unique circumstances.
Hannah earned her undergraduate degree at the University of Colorado Denver, where she studied Accounting and Financial Management. Her academic background provides a strong foundation for her legal practice, allowing her to approach tax matters with both legal insight and financial acumen. She returned to Georgia to attend Georgia State University College of Law, where she graduated with her Juris Doctorate in May 2024.
While attending GSU College of Law, Hannah served as a Student Attorney and Graduate Research Assistant with the Phillip C. Cook Low-Income Taxpayer Clinic for two years. In that role, she represented underserved taxpayers and gained valuable experience advocating for clients in disputes with the Internal Revenue Service. Her commitment to public service and excellence earned her both a Fellowship and the Trammell Foundation Tax Clinic Outstanding Service Award.
Outside of her legal practice, Hannah enjoys traveling the world, hiking, attending concerts, discovering new movies, and spending quality time with her family and friends. She is also an avid dog lover and enjoys adventures with her beloved dog, Tuna.

- Haas-Michael-09161-Tax Controversy II -- Still a client and case is not closed yet but got a wage levy released under significant time constraint (paid weekly and we were able to get the levy partially released before the next payroll was cut - only got levied once which happened the day he engaged)
- Burdett-Nina-07199-Tax Controversy II - placed into a very low dollar Partial Pay Installment Agreement for a large liability; Berry-Kaley-04120-Tax Controversy - Audit Reconsideration related to Restricted Stock Units from an employer
